Earth Fault Compensation Unit
The unit should be adjusted to variable settings in order to facilitate matching of the earth-fault inductors to the various switching states of the power supply system.  Should connect between the neutral line and the earth to compensate the capacitive earth-fault current by selecting the correct inductance.
